Summary

When Howard County's Director of Public Works declares a snow emergency, parking is banned outright on every highway posted as a snow emergency route. Vehicles caught on those routes during a declared emergency can be impounded by the Police Department. Driving on the same routes also requires snow tires or chains on at least one wheel of each driving axle.

These county ordinances apply to unincorporated areas of Howard County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

(b)Designation of Snow Emergency Routes. The Director of Public Works may designate any County highway as a snow emergency route. When a highway is so designated, appropriate signs indicating this designation shall be placed along the highway.(c)Declaration of Snow Emergency. When a snow emergency is declared pursuant to the provisions of the Maryland Vehicle Law, which snow emergency encompasses Howard County, the snow emergency is effective for snow emergency routes designated under this section. A snow emergency, once declared, shall remain in effect until the Director of Public Works declares that the snow emergency is no longer in effect for County highways.(e)Parking on Snow Emergency Routes. An individual may not park a vehicle on a highway that is designated and posted as a snow emergency route and for which a snow emergency has been declared and is in effect. The Police Department may impound a vehicle parked in violation of this subsection.

Full Breakdown

307 gives the Director of Public Works authority to designate any county highway as a snow emergency route, with signs posted along the route to mark the designation. That designation only becomes active when a snow emergency is declared under the Maryland Vehicle Law covering Howard County; the emergency, once declared, stays in effect on those routes until the Director affirmatively declares it over, regardless of whether snow is still falling. 307(e) makes it illegal to park a vehicle anywhere on a designated and posted snow emergency route, full stop, and the Howard County Police Department is authorized to impound any vehicle left parked there in violation.

307(d), a motor vehicle can't be driven or attempted to be driven on a posted snow emergency route during a declared emergency unless it carries snow tires, or chains, on at least one wheel at each end of a driving axle. The code defines qualifying snow tires broadly, covering tires normally marketed as snow tires by their manufacturer, tires the Motor Vehicle Administration approves as meeting that same effectiveness standard, and tires with anti-skid tread patterns specifically cut to grip snow or ice. Because the parking ban and the tire/chain requirement are both tied to an active declared emergency rather than a fixed calendar season, drivers need to check whether an emergency is currently in effect, not just whether a route is signed, before assuming either rule applies.

Violations & Fines

Parking on a posted snow emergency route while a snow emergency is declared is a strict violation of § 21.307(e), and the Howard County Police Department may impound the vehicle rather than only issue a citation. Driving such a route without snow tires or chains on at least one wheel of each driving axle during the emergency violates § 21.307(d) and is enforced as a civil offense under the same subtitle's general penalty provisions at § 21.213.

Frequently Asked Questions

Can I park on a snow emergency route in Howard County?
Not while a snow emergency is declared. Howard County Code § 21.307(e) bans parking anywhere on a highway that's designated and posted as a snow emergency route once an emergency covering the county is in effect, and the Police Department can impound a vehicle left there.
Do I need snow tires to drive on a Howard County snow route?
Yes, during a declared emergency. Section 21.307(d) requires snow tires or chains on at least one wheel at each end of a driving axle to drive on a posted snow emergency route while the emergency is in effect; the code accepts manufacturer-designated snow tires, MVA-approved equivalents, or tires with anti-skid tread cut for traction.
Who decides when a Howard County snow emergency ends?
The Director of Public Works. Once a snow emergency covering the county has been declared under the Maryland Vehicle Law, § 21.307(c) keeps it in effect on designated routes until the Director affirmatively declares the emergency over, not simply when the snow stops falling.
