Howard County, MD Parking Rules: Street Parking Limits (2026)

221 of the Howard County Code lists 20 specific places where an individual may not stop, stand, or park a vehicle unless doing so is necessary to avoid conflicting traffic or is directed by a Police Officer or traffic control device. The list covers blocking a driveway (within five feet, or on private property without the owner's consent), parking within an intersection, a tee or modified tee turnaround, a sidewalk or pathway, a crosswalk, a safety zone approach, an excavation or obstruction, a bridge, tunnel, or highway ramp, Board of Education property posted against parking, any spot marked no-parking by sign or curb marking, within 30 feet of a traffic signal or sign, on the roadway side of another parked vehicle, on the traveled portion of a roadway, within 100 feet of an intersecting driveway outside residential zones, a posted tow-away zone, the center island of a cul-de-sac, a space reserved for plug-in vehicle charging, and, since a 2020 amendment, in a bike lane.

225 sets the same rule for one-way roadways. Maryland's own transportation code, at § 21-1003, contains nearly identical stopping and standing prohibitions and gives the County independent authority to enforce them. 213, most violations of this subtitle are a Class D civil offense, while a criminal citation under the same subtitle caps at a $100 fine. 221(b) lets the Howard County Police Department impound the vehicle rather than just cite it.
