City of Mount Vernon Code § 256-15 makes it unlawful to park, stop or stand a vehicle in any street or at the entrance to a driveway, public or private, so as to obstruct or delay the lawful movement of another vehicle or block ingress or egress from that driveway. The rule applies to any obstruction, whether the blocked vehicle is a neighbor's car in a shared driveway or a resident trying to leave a private lot onto a public street. A companion provision, § 256-9, bars anyone from stopping, standing or parking in an emergency access area or a designated cleaning area, and reserves marked taxicab stands for duly licensed taxicabs only.
