020(A) sets Sedona's core on-street parking clearance rule: it is prohibited to stop, stand or park a vehicle so as to leave available less than 20 feet of street width for the free movement of traffic, with a narrow exception for temporarily stopping to load or unload passengers or to observe traffic signs or signals. Subsection (C) adds a separate, absolute rule that applies regardless of remaining street width: a parked or stopped vehicle can never overhang into or obstruct any portion of a public sidewalk, street or alley, which reaches vehicles parked too far forward on a driveway apron or angled awkwardly at a curb.
