Blue Springs, MO Privacy & Surveillance: Security Camera Rules (2026)

Under Blue Springs City Code Section 610.270, hotels, motels, convenience stores, tobacconists, and retail stores with more than 12,000 square feet of tenant floor area must install a video surveillance system (VSS) able to identify offenders for police investigations. The minimum hardware is specific: two color, high-resolution interior cameras, one aimed at the counter/register and one giving a clear full-frame view of faces at the main entrance/exit, plus two exterior cameras, one covering the parking area with digital zoom. The VSS must display the correct date and time, run continuously including after closing hours, and be professionally maintained annually with test images kept on-site for Police Department inspection.

Recorded video from every camera must be stored on a separate, secured recording device for at least sixty days, and signs or decals must be posted at every public entrance and exit warning that cameras are in use. Section 610.280 also requires exterior lighting at these businesses to meet Unified Development Code Sections 407.010 and 407.060. A covered business may seek an exemption from the Chief of Police under Section 610.290 by showing alternative security measures that are substantially equal or more effective; a denial can be appealed to the City Council, whose decision is final except for judicial review.

Existing businesses had until July 1, 2019 to comply under Section 610.300. Nothing in the Blue Springs Code creates a residential camera-registration program, a police-partnership doorbell-camera network, or any restriction on homeowners installing their own security cameras.
