Casa Grande, AZ Property Maintenance: Property Blight (2026)

Casa Grande Municipal Code Section 15.28.010 adopts the International Property Maintenance Code, 2018 Edition, along with the City of Casa Grande Amendments to that code, both made a public record by City Council Resolution No. 5170, with copies on file at the Casa Grande City Clerk's office for public inspection. Planning and Development's code enforcement staff apply that adopted code, titled the City of Casa Grande Property Maintenance Code, to substandard structures, deteriorated exteriors, unsafe conditions and other blight complaints inside city limits. Section 15.28.020 supplies the penalty structure: it is unlawful for a person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building, structure or building service equipment, or to cause or permit that work to be done, in violation of the chapter or the other technical codes the city has adopted.

Any violation is a Class 2 misdemeanor, and each day the violating condition continues is a separate offense, so an uncorrected blight condition can generate a new charge daily until it is abated. Critically, Section 15.28.020(C) states that imposing one penalty for a violation does not excuse the violation or let it continue, and that applying the penalty does not preclude the forced removal of the prohibited conditions, giving the city an abatement remedy independent of the criminal fine. This chapter governs only property inside the City of Casa Grande; unincorporated Pinal County and neighboring Arizona City, Eloy and Coolidge enforce property maintenance under their own separate codes.
