Hamden, CT Property Maintenance: Snow & Sidewalk Clearing (2026)

Sections 96.25 through 96.31 of the Hamden Code of Ordinances set the town's sidewalk snow and ice removal rules. Section 96.25 defines the 'person responsible' as the owner, tenant, occupant or other entity responsible under law for maintaining the premises. Section 96.26(A) requires all snow, ice and sleet to be removed from sidewalks by the person responsible for the adjoining, fronting premises within 24 hours after the cessation of the storm that caused it. Where full removal is not reasonably possible, § 96.26(B) requires spreading an abrasive substance such as sand at intervals frequent enough, and in sufficient quantity, to keep the sidewalk safe for pedestrian travel.

Enforcement runs through the Town Engineer: § 96.27 lets any individual file a complaint, triggering an inspection and a written notice of violation posted on the premises or delivered by hand or certified mail; if the violation is not cured within 24 hours (excluding weekends and holidays) of that notice, the Town Engineer contacts the Police Chief to leave written notice that a penalty has been incurred. If the owner still does nothing, § 96.28 lets the Mayor have town employees clear the sidewalk or spread abrasive at the owner's expense, billed by the Town Attorney's Office and, if unpaid within 60 days, recorded as a lien on the property.

Section 96.29(A) sets the fine for a proven § 96.26 violation at not less than $10 nor more than $100, with every 24-hour period the sidewalk remains uncleared counting as a separate offense. Section 96.31 additionally shifts snow-and-ice injury liability for the abutting sidewalk from the town to the adjoining property owner.
