Parsippany-Troy Hills, NJ Property Maintenance: Snow & Sidewalk Clearing (2026)

Chapter 346 of the Parsippany-Troy Hills Township Code puts the duty on whoever holds the land. Under § 346-1, the owner, tenant or occupant of lands abutting the public streets of the Township shall remove all snow and ice from abutting sidewalks and fire hydrants, and the owner, tenant or occupant of property containing handicapped parking spaces shall clear those spaces as well. The clock is 24 hours after the inclement weather has ended, so it starts when the storm stops, not when it begins. Section 346-2 applies the same 24-hour deadline to the owner of any garden apartment, who must clear the sidewalks, fire hydrants, roadways and parking areas of the whole complex.

When ice forms on sidewalks, § 346-3 requires salt, sand or other material approved by the Township Engineer to be placed on the ice-covered sidewalks within 24 hours after the inclement weather has ended. Those charged under §§ 346-1 and 346-2 must also remove the ice as reasonable under the circumstances. Section 346-4 bars anyone from throwing, casting, placing, plowing or depositing snow or ice from private property onto a sidewalk or street of the Township.

If the owner or tenant does not clear the snow, § 346-5 lets the Township do it. The officer in charge certifies the cost to the Township Council, which examines the certificate and charges the cost to the land after giving the owner a reasonable opportunity to appear before the Council or its designated agent. The charge becomes a lien and a tax on the real estate, added to the next taxes levied and collected with interest. Section 346-6 assigns enforcement to the Police Department and/or Housing Department. Section 346-1 was amended 12-17-2019 by Ord. No. 2019:73.
