Per Bergenfield's Solid Waste chapter, receptacles must be conveniently located on premises for refuse storage and maintained so as not to create a health nuisance. It is unlawful for any person or business to deposit or dump refuse into a garbage container owned, contracted, or maintained by another person or business. In dwellings of two units or fewer, garbage and refuse receptacles must be purchased and maintained by the tenant if stipulated by lease, or otherwise by the landlord or owner.
