3, 'Litter on Vacant Lots,' inside the Clean Community Ordinance's litter division (Chapter 2-16, Article VII, Division 1), makes it unlawful to throw or deposit litter on any open or vacant private property within Glynn County, whether owned by the person dumping it or not, reaching third parties dumping on someone else's empty parcel as well as the owner. Section 2-16-237(a) works alongside it, prohibiting any owner, manager or occupant from maintaining property, expressly including vacant lots or land, so that trash, garbage, litter or miscellaneous refuse accumulates.

4 lets the Code Enforcement Division of the Planning and Zoning Department or the Glynn County Police Department send the owner a certified-mail notice to remove it; if the owner does not comply within 30 days, or the notice is undeliverable at the owner's last-known address, the county may remove the litter itself or pay for removal, then charge the actual cost plus six percent annual interest on the owner's next property tax bill, certified by a Code Enforcement Officer to the Tax Commissioner. Section 2-16-236 separately allows the county to treat neglected junk, debris, or dilapidated items left on a vacant lot as a public nuisance.
