Full Breakdown
The 12-inch threshold sits in Sec. c, the vacant-lot counterpart to the tighter 8-inch limit that Sec. b sets for improved residential, institutional, commercial or industrial lots. Both apply only within the GCOD maintenance boundary, defined in Sec. R. R. R. R. R. 211/Old Winder Highway and the 985/365 corridor. Sec. 1 places the maintenance duty on whoever owns or controls the vacant parcel, and no property or structure inside the boundary may be expanded in a way that fails these standards, per Sec. 2.
Sec. 3 further requires every premises, developed or not, to stay free of litter, garbage, rubbish, inoperable vehicles, structural deterioration or neglect, and infestation. Wooded portions of a lot with dense tree growth exceeding 3 inches in diameter may be exempt from the 12-inch trim requirement under Sec. d. If a vacant lot instead holds a fire-damaged structure that cannot be repaired, Sec. 7 gives the owner 6 months from the fire department's or insurer's scene investigation to remove the remaining structure and debris and return the property to its vacant state.
Violations & Fines
When the Marshal documents a violation, Sec. 6.2.8.D.1 requires written notice to the owner listing the corrective work and a reasonable compliance deadline. Under Sec. 6.2.8.D.2, the lot becomes ineligible for a new or renewed business or alcoholic beverage license, and for any building permit other than one needed to cure the violation, until it is brought back into compliance.
