Under § 5-4-9(C), soliciting in this manner is an offense if it occurs in a public area, on a City highway, at a bus stop, within twenty-five feet of a bank or ATM, at a marked crosswalk, near a school or child care entrance, or at a sidewalk cafe or bar/restaurant patio.
