Louisville Metro Code Chapter 132 prohibits aggressive solicitation, defined as soliciting through threats, persistent following, blocking, profanity, touching, or after-sunset approaches. Solicitation is also banned within 20 feet of ATMs, bank entrances, bus stops, outdoor cafes, and gas pumps. Median-strip solicitation in roadways is restricted for traffic safety. Passive panhandling (holding a sign without aggressive conduct) remains protected speech following Reed v. Town of Gilbert (2015) and post-2016 federal injunctions limiting many cities' panhandling bans nationally.
Violations are Class B misdemeanors carrying fines up to $250 and possible jail up to 90 days. Repeat offenders may face escalated charges and citations may be dismissed if homelessness diversion is pursued.
