Neenah, WI Public Conduct: Aggressive Panhandling (2026)

Neenah Municipal Code § 11-97 makes several forms of panhandling a public nuisance: soliciting after sunset or before sunrise; soliciting within 50 feet of a bank entrance or ATM, at a bus stop, or in a sidewalk cafe; and any threatening or aggressive panhandling, including touching the person solicited, blocking their path or a doorway, following someone who walked away, using abusive language, or sitting on a sidewalk to procure a handout. Passively standing or sitting with a sign, or busking without a vocal request, is excluded from the definition. Adopted by Ord. No. 1402, June 2, 2010; each violation is punishable under § 1-20 and subject to injunction.
