Neenah, WI Public Conduct: Public Urination (2026)

Neenah Municipal Code § 11-95 prohibits defecating or urinating outside designated sanitary facilities on any sidewalk, street, alley, public parking lot, park, playground, cemetery or other public area in the City, on private property when in open view of the public, or in the halls, stairways or elevators of public or commercial buildings; the same section also bars indecent exposure. It was adopted by Ord. No. 1333, § 1, on July 19, 2006, and hasn't been amended since. There's no carve-out for emergencies in the text, so anyone caught outside a restroom in a covered location is exposed to the general Code penalty.
