,' is Stedman's only town-code rule on begging and solicitation, and it is written into the Chapter 69 parks ordinance rather than a general panhandling statute for streets and sidewalks. Its single sentence bars anyone from engaging in soliciting, peddling, begging, or selling of any description in the park or any recreation area, and the only way around the ban is special permission granted directly by the Town Board of Commissioners, not the Zoning Inspector or Town Clerk. Because the four listed acts are grouped together and separated only by commas, a person handing out flyers to solicit donations, a vendor trying to sell goods from a table, and someone simply asking park visitors for money are all treated the same way under this section.

The rule reaches Stedman Ernest Freeman Park and any other town-owned recreation area; it does not, by its own terms, extend to Stedman's downtown sidewalks, NC 24, or other public rights-of-way outside park property, since the code carries no separate peddler-licensing or general-solicitation chapter.
