Stedman, NC Public Conduct: Skateboarding Rules (2026)

Section 69.04(D) sits inside Stedman's Chapter 69 parks ordinance, the same chapter that regulates alcohol, fires, and vehicles on town recreation property. The ban names skateboards, toy vehicles, coaster scooters, inline skates and rollerblades specifically, then closes the list with 'similar device' so wheeled recreational toys of that type are covered even if not individually named. The prohibition covers all parks and recreation areas, including parking areas, so a rider cannot sidestep the rule by staying on the pavement outside the playground or picnic shelters at Stedman Ernest Freeman Park.

Stedman's parks are open only between dawn and dusk under Section 69.02, so the skateboard ban applies during those posted hours unless the Board of Commissioners grants special permission for an event. Enforcement runs through Section 69.05: a Stedman Police Department officer or an authorized town employee can eject a rider from the park and deny future use of park facilities. Because a violation of any Chapter 69 prohibited-conduct provision is treated as a violation of the whole ordinance, riding a skateboard in the park exposes a person to Section 69.05(B)'s misdemeanor charge under G.S.

14-4, up to $1,000 in fines and thirty days in jail, and to Section 69.05(C)'s separate $500 civil penalty. Nothing in Section 69.04(D) restricts skateboarding on Stedman's public sidewalks or in its commercial districts; the ordinance's reach stops at town park and recreation property.
