Stedman, NC Public Conduct: Public Alcohol Use (2026)

04(B) to alcohol and drugs on town recreation property. The rule reaches five separate acts inside Stedman Ernest Freeman Park and any other town recreation area: bringing alcohol onto the grounds, possessing it, consuming it, displaying it, or selling it. It covers beer, wine, malt beverages and any alcoholic beverage above one percent alcohol content, along with narcotic drugs, and it separately makes it unlawful for anyone already under the influence of those substances to enter or remain in the park. 02 limits park hours to dawn through dusk unless the Board of Commissioners grants special permission, the practical window for an open-container violation runs through the daytime hours the gates are open.

05: a Stedman Police Department officer or any authorized town employee may eject a violator on the spot and deny future use of park facilities, and the town can bill the person for cleanup or repair costs. S. 14-4, punishable by up to $1,000 in fines, up to thirty days in jail, or both, at the judge's discretion. 05(C) adds a separate civil penalty of $500 per offense that the town can pursue on top of any criminal case. When the violator is a minor, the citation and the civil penalty both go to the parent or guardian. The ban is specific to town-owned park and recreation property; it does not create a general open-container law for Stedman's streets or sidewalks.
