Ventura, CA Public Conduct: Aggressive Panhandling (2026)

100 Solicitation, adopted in its current form by Ordinance No. 010 to include approaching, speaking to, or following a person before, during, or after soliciting if the conduct is likely to make a reasonable person fear bodily harm or property damage, intentionally touching a person or an occupied vehicle without consent, intentionally blocking or interfering with a pedestrian's or vehicle's safe passage (including forcing evasive action), using violent or threatening gestures, persisting after being told no, and using profane or abusive language likely to provoke a violent reaction.

030 then makes it unlawful to "solicit, ask, or beg in an aggressive manner in any public place," a term defined broadly to include streets, sidewalks, parking lots, transportation facilities, schools, parks, and business entryways. 020 bans solicitation altogether, regardless of manner, within specific buffer zones: 25 feet of a bus or train stop, inside public transportation vehicles, on private property without the owner's permission, 15 feet of a bank, credit union, check-cashing business or ATM during operating hours, inside restaurant dining areas, 25 feet of a queue or a shopping center driveway, on street medians or freeway ramps, from or near an occupied vehicle in most circumstances, and 25 feet of a parking meter or pay station.

060 clarifies the ordinance does not limit enforcement of other applicable laws. Ventura Police Department officers enforce the chapter citywide, including in the downtown core and Ventura Avenue corridor where solicitation complaints concentrate.
