Ventura, CA Public Conduct: Outdoor Smoking Restrictions (2026)

030(A) prohibits smoking in all public places within the city and lists examples "for purposes of example and not limitation," including restaurants and their outdoor seating areas, restaurant-bar combinations, and bars (items 15 through 17); any public park including the Ventura Pier and Promenade, with smoking still allowed on golf courses (item 25); public beaches (item 26); public gardens (item 27); and any city open space (item 28). 060. Subsection C carves out narrow smoking-optional areas: private residences (unless used as child or health care facilities), retail tobacco shops, home-occupation dwellings during business hours, up to half of hotel and motel guest rooms, designated hotel breakrooms, and single-owner-operated workplaces with no other employees.

060 require conspicuous "No Smoking" postings at every covered building, illuminated signs in movie theaters, and a sign at every restaurant entrance; the city manager may adopt further regulations to carry out the chapter. 090 clarifies the chapter does not override stricter smoking bans elsewhere in law, such as the state ban on smoking near playgrounds and tot lots under Health and Safety Code Section 104495.
