Oxnard, CA Public Conduct: Outdoor Smoking Restrictions (2026)

Sec. 7-291 of the Oxnard Code of Ordinances lists six categories where smoking is flatly prohibited: dining areas (including outdoor patios and adjacent sidewalks), public events such as farmers' markets and festivals, recreational areas (parks, beaches, picnic areas, gardens, pools, walking paths, skate parks and playgrounds), service areas (ATM lines, bus stops, ticket lines, mobile vendor lines), the interior of any city-owned or leased facility, and a 25-foot radius around any of those locations, measured from doorways, windows, openings or vents. The 25-foot rule does not apply to someone merely passing through on the way somewhere else.

"Smoking" under Sec. 7-290(G) covers lit or activated pipes, cigars, cigarettes and electronic smoking devices used to burn tobacco, weed or any other combustible substance; incense and FDA-approved cessation products are excluded. Sec. 7-292 separately bans discarding cigarette or vape litter anywhere but a designated waste container and lets any property owner or manager voluntarily declare their entire premises nonsmoking, even areas the ordinance doesn't otherwise cover. Sec. 7-293 requires the owner, operator or manager of a covered area to post a conspicuous "No Smoking" or "Smokefree" sign, with one-inch letters and the international no-smoking symbol, at every entrance and at least one more spot inside the area; the city manager handles postings for city-owned buildings. Missing a sign is not a defense to a citation under Sec. 7-293(B). The article traces to Ordinance No. 2908.
