5's pedestrian article, states flatly that no pedestrian shall cross a street mid-block other than by a crosswalk in the Central Traffic District or in any business district. 12 defines the Central Traffic District narrowly: all streets and portions of streets bounded by Seventh Street, Second Street, Pollasky Avenue and Hughes Avenue, essentially historic downtown Clovis. Outside that zone and outside a state-defined business district, the mid-block crossing ban does not apply by its own terms, though pedestrians crossing anywhere still have to follow the Vehicle Code's right-of-way rules.

900, gives the City Engineer authority to establish, designate and maintain crosswalks at all intersections within the Central Traffic District, at intersections outside it, and at other locations where the Engineer finds a particular hazard to pedestrians, though a new mid-block crosswalk cannot be placed on any street block under 400 feet long. 900(c) requires pedestrians to follow that direction. Both sections trace back to the original 1965 traffic ordinance, Ordinance 390, later amended by Ordinance 94-6 in 1994, and remain in the current code without repeal.
