040 requires that any pedestrian crossing a roadway outside a crosswalk do so 'by a route at right angles to the curb or by the shortest route to the opposite curb': angled or diagonal mid-block crossings aren't allowed even where no crosswalk exists. 050 pairs that routing rule with a right-of-way shift: a pedestrian crossing anywhere other than within a marked crosswalk, or an unmarked crosswalk at an intersection, must yield the right-of-way to every vehicle on the roadway, and the same yielding duty applies to anyone crossing where the City has provided a pedestrian tunnel or overhead crossing instead of a street-level route.

060 layers on two further restrictions: between adjacent intersections where traffic-control signals are operating, pedestrians may not cross anywhere except in a crosswalk, and in any business district, crossing outside a marked crosswalk is prohibited outright regardless of traffic signals. Together, the three sections mean a pedestrian who steps off the curb mid-block on a downtown North Las Vegas street, rather than walking to the corner crosswalk, is both violating the crossing-location rule and assuming full legal responsibility for yielding to any vehicle already on the roadway if a collision follows.
