Turlock Municipal Code § 4-7-902 makes it unlawful for a pedestrian to cross a roadway anywhere other than a marked crosswalk within a 'business district' as that term is defined in California Vehicle Code § 235: generally an area with closely spaced commercial frontage. Outside business districts, mid-block crossing is not restricted by this section. The Traffic Engineer also has authority to post signs at or near specific intersections directing pedestrians not to cross in an otherwise legal crosswalk, and where those signs are posted, crossing there becomes unlawful as well.
