A person is guilty of loitering when he: A. Loiters, remains or wanders about in a public place for the purpose of tumultuous, violent or threatening conduct...; or D. Loiters, remains or wanders about in a public place for the purpose of begging; or J. Loiters or remains in a parking lot owned or operated by the Town of Babylon by gathering, standing or sitting in or around a parked vehicle...for purposes other than ingress or egress, after failing to disperse following a lawful order to do so.
