Greenwood, IN Public Conduct: Loitering Rules (2026)

Section 5-15 of the Greenwood General Ordinances, part of Chapter 5's Article 2 Park Rules and Regulations, prohibits loitering specifically in the parking lots that serve Greenwood's pools and parks, rather than loitering city-wide. Adopted by Ordinance No. 87-61 in 1988 alongside the rest of the park rules article, the section makes it unlawful for a person or group to congregate and loiter in a pool or park parking lot when that person or group is not there to use or enjoy the pool or park facilities themselves.

That framing means the ordinance is aimed at people using the lot as a hangout spot, rather than visitors who park, briefly wait for others, or load and unload equipment before heading in to use the recreation amenities. The Greenwood Park and Recreation Board administers the park system, and the Greenwood Police Department is the practical enforcement agency for park-related complaints, since Chapter 5's Article 2 does not create its own park ranger corps with independent citation authority. As with the other Article 2 park rules, Section 5-15 does not set out its own dollar penalty, so a violation is punished under Section 1-13, the Code's general penalty provision, which allows a fine of up to $2,500.00 and treats each day a violation continues as a separate offense once notice has been given.
