Greenwood, IN Public Conduct: Skateboarding Rules (2026)

Section 5-14 of the Greenwood General Ordinances, adopted under Ordinance No. 87-61 in 1988, governs bicycles, skateboards and roller skating within Greenwood's city park system. Subsection (a) confines bicycle riding to park roadways, pathways and parking areas, keeping cyclists off lawns, playgrounds and athletic fields. Subsection (b) is the specific skateboarding restriction most riders run into: it is unlawful to ride or operate a skateboard, or a bicycle, or to roller skate on the tennis courts and basketball courts inside any Greenwood public park, since board wheels and skate wheels damage playing surfaces and interfere with court users.

Subsection (c) then applies a general safety standard across the whole park system, making it unlawful to roller skate or ride a bicycle or skateboard without reasonable regard for the safety of the rider or others, on any park property or other property under the Department of Parks and Recreation's jurisdiction. The Greenwood Park and Recreation Board administers the parks under Chapter 5, Article 2 of the Code, and enforcement runs through the same general penalty structure that applies to the rest of the Park Rules and Regulations article.

Because Section 5-14 sets no dedicated fine, a citation for violating it is punished under Section 1-13, the Code's general penalty provision, which allows a fine of up to $2,500.00 and treats each day of a continuing violation as a separate offense.
