Janesville's loitering rule sits in Article III, Division 4 (Disturbing the Peace) of the general offenses chapter, alongside related street-conduct sections: Section 24-446 bars prowling about another's premises at night, Section 24-447 bars obstructing streets, sidewalks, alleys or bridges, and Section 24-448 bars refusing to leave school grounds when told to by a principal or officer. Section 24-449 itself does not criminalize simply standing in public; it requires a group or crowd on a public street, sidewalk, adjacent doorway, street crossing or bridge, conduct that tends to cause or provoke a disturbance, and a police officer's request to move on before a violation attaches.
