" The definition section, § 28-22, gives "city park" a wide reach, covering any publicly owned, operated or controlled land, water or building site used for recreation, including lakefront property, boat ramps, indoor facilities, playgrounds, athletic fields and courts, marinas, boat slips and community centers, so the restroom-loitering ban follows those facilities wherever the city operates them. " Kissimmee once regulated loitering more broadly through a standalone panhandling article, former §§ 10-514 through 10-518, but the city commission repealed that article outright: Ordinance No. 3112, § 5, adopted January 7, 2025, struck those sections, which had derived from Code 1995 §§ 5-8-40 through 5-8-44 and prior Ordinance Nos.

2194 (1997) and 2516 (2004). That leaves § 28-50(15)'s restroom-and-locker-room rule as the only loitering-specific prohibition left in the Kissimmee Code, and it applies only inside parks, boat ramps and piers, not on public sidewalks or downtown streets generally.
