08 (Prohibition Against Certain Forms of Solicitation, adopted by Ordinance 2017-210 on May 17, 2017), lists eight specific places where solicitation is restricted, from ATM vicinities to gas pumps to outdoor dining areas. Subsection (F), titled 'Medians/parkways,' goes further than the rest of the list: paragraph (1) bans lingering on a median or parkway outright, and paragraph (2) separately bans loitering there, with no requirement that the person be soliciting anyone. Paragraph (3) then bans solicitation on a median or parkway in any manner inconsistent with the California Vehicle Code, which independently restricts pedestrian access to roadway medians.

Because the loitering and lingering bans in (F)(1) and (F)(2) stand on their own, an officer can cite someone standing on a median for panhandling or simply for standing there with no solicitation activity at all, since the text draws no distinction. 010, explains the city council's rationale: medians and freeway ramps put pedestrians and drivers at risk of distracted-driving collisions, which is the public-safety basis the council relied on when it adopted the median and parkway restriction alongside the other seven location bans in the same chapter.
