Oyster Bay, NY Public Conduct: Loitering Rules (2026)

Chapter 233, Division 4 creates the Town of Oyster Bay Public Parking District and defines a "parking field" at § 233-96 as any public parking field located within and under the jurisdiction of that District. Section 233-107 lists eleven acts that are unlawful inside those fields in addition to any other prohibition in the division: parking outside marked spaces, disobeying posted signs, driving faster than 10 miles per hour, selling or displaying goods, distributing handbills, crossing marked surface lines, parking longer than 24 hours, using the field as a through-traffic shortcut, loitering, bringing an uncontained animal into the field, and depositing a slug or foreign object in a meter.

" Because the prohibition sits inside the Public Parking District division, it reaches only Town-controlled parking fields, not public sidewalks, streets, or private lots; a broader public loitering statute does not otherwise appear in the Town Code. Commercial vehicles over a half-ton loading capacity face a separate, tighter ban on even standing in these fields under § 233-108, unless the Town Board designates an area for that use. Enforcement runs through the Nassau County Police Department, which patrols the fields, records violations, and refers them for prosecution before the District Court, First District, in Mineola.
