Oyster Bay, NY Public Conduct: Skateboarding Rules (2026)

Section 168-18 of the Town Code, in the Parks and Recreation chapter, lists skateboarding among the activities barred from every park and beach the Town of Oyster Bay operates, alongside roller-skating, go-cart riding, motor scooter riding, archery, toy aviation, kite flying, golf and model boating. The ban applies townwide to Town-run park and beach property, not to the roughly twenty incorporated villages inside the town's borders such as Bayville, Centre Island or Massapequa Park, which enforce their own codes. The only way around the prohibition is a location the Commissioner of the Department of Parks has designated for the activity; absent that designation, a skater on Town parkland is in violation regardless of time of day or crowd level.

Enforcement runs through the same Chapter 168 penalty scheme covering every offense in the article, including the park fire, alcohol, animal and vehicle-speed rules that sit alongside § 168-18. 1, added in 1994 and amended by Local Law No. 4-2023, a first offense is a violation carrying a fine of up to $250 or up to five days in jail, or both. A second or subsequent offense committed within five years of a prior conviction carries a fine of at least $250 or up to fifteen days, or both.

The Town's Bureau of Administrative Adjudication can also impose a monetary penalty within that same statutory range instead of routing the case through criminal court. Because § 168-18 sits in Article I of Chapter 168 rather than a standalone skateboarding ordinance, Oyster Bay has no separate skate-park licensing scheme or age restriction; the rule is a blanket location ban with a designated-area carve-out.
