013 is the city's dedicated median and underpass loitering rule. It makes it unlawful for any person to lie, sit, loiter, stand, or solicit for any purpose in any median in the city, or in any intersection, underpass, or under any bridge located along three specifically named routes: US Highway 277, US Highway 67, and Loop 306. Unlike the general panhandling provisions in (h)(1) and (h)(2), which turn on the purpose of soliciting a ride, job, donation, or car-watching fee, subsection (h)(3) reaches any purpose at all, so a person resting, sitting, or simply standing in one of the covered locations violates the ordinance without asking anyone for anything.

The provision is confined to medians citywide plus the underpass and bridge structures along the three named highways, which run through San Angelo's busiest commercial corridors and interchanges, rather than applying to every street corner in the city. 013 by Ordinance No. 2020-113 on December 15, 2020, layering the location-based ban on top of older solicitation-from-vehicles rules that trace to the 1996 code recodification. A. 007 shows the city is exercising its home-rule traffic authority to regulate pedestrian conduct in locations the council found hazardous, rather than relying on a separate anti-loitering statute.
