12(4), titled "Occupant's Responsibility for Guests," bars any person in possession or control of a premises from permitting another person to use that premises while making noise that tends to unreasonably disturb the peace and quiet of anyone in the vicinity. 12(3)(c), which flags sound audible across the street, inside a neighbor's home, or more than 30 feet from the source property line. Read together, a homeowner or tenant who hosts a loud gathering can be cited both for the underlying noise and, separately, for allowing guests to create it, because subsection (4) reaches the person in control of the property rather than only the individual making the sound.

12(1) frames the rule around the City Council's determination that excessive noise endangers health, interferes with legitimate activities, depresses property values and reduces quality of life, which is the stated basis for holding an occupant responsible for what happens on their property.
