"Governmentally owned and used" means land or buildings owned and used by the City, County, State, United States or any agency or instrumentality of such government. ... (1)GENERAL PENALTY. (Am. #1717; #2778) Except as otherwise provided, any person who shall violate any of the provisions of this Code shall, upon conviction of such violation, be subject to a penalty which shall be as follows:(a)First Offense. Any person who shall violate any provision of this Code subject to a penalty shall, upon conviction thereof, forfeit not less than $100 nor more than $500, together with the costs of prosecution.
