08 incorporates Wis. 123 by reference and states that the more stringent provision, whether in the city section or the state statute, always controls. Subsection (3)(a) bans smoking in enclosed areas of public places and workplaces generally, tracking the state floor, but subsection (3)(b) goes further and bans smoking outdoors at three specific locations regardless of enclosure: a sports arena, public transportation facilities including taxicabs, buses, bus shelters and depots, and within 30 feet of any entrance of a city-owned building. That 30-foot buffer around municipal building entrances is Beloit's own addition beyond the state's indoor-only baseline.
