Clifton, NJ Public Conduct: Loud Party Ordinance (2026)

Section 332-15 was added to Chapter 332, Nuisances, on September 5, 2023 by Ordinance No. 7846-23, giving Clifton a standalone tool against loud house parties separate from the City's general noise chapter (Ch. and creates a rebuttable presumption of a violation if the sound is audible 100 feet away. Unlike those numeric or time-bound rules, § 332-15 turns on effect rather than a decibel or clock threshold: the gathering must interfere with or otherwise disturb the peace, quiet and comfort of a neighboring property owner or tenant, which lets officers act on a case-by-case basis at any hour rather than proving a specific sound level.

Section 332-1 assigns enforcement of the whole nuisances chapter to Clifton's Police Department, Health Officer, or other authorized official, so a responding officer can cite a party directly under § 332-15 without needing a separate noise-meter reading. Because § 332-15 sits inside Chapter 332 rather than the abatement-notice provisions written for physical property conditions (§§ 332-9 through 332-12), a gathering in progress is treated as an ongoing violation subject to immediate enforcement rather than a written notice-and-cure process.
