Bristol, CT Public Conduct: Outdoor Smoking Restrictions (2026)

Section 16-3 flatly prohibits smoking and any other use of a tobacco or cannabis product, 'in any form,' at a city park or recreational property, with no daytime/nighttime distinction and no zone exception. Section 16-7 defines 'tobacco product' broadly enough to reach lit cigarettes, cigars, and pipes as well as e-cigarettes, vape pens, chew, snus, and snuff, and defines cannabis and cannabis product by cross-reference to Connecticut General Statutes section 21a-240. 'Park or recreational property' under the same section covers sports fields, pocket parks, parking lots, pools, playgrounds, bike and walking paths, dog parks, bleachers, gardens, and any building on that property.

Section 16-4 requires the city to post signs at any park or recreational property where smoking or tobacco use has been banned. Enforcement runs to both the Bristol Police Department and the Parks, Recreation, Youth and Community Services Department's Park Ambassadors under section 16-5, and either can issue a citation under section 16-6. Separately, section 15-100 lets the city council designate specific streets and sidewalks as tobacco-free zones after a public hearing before the hearings and assessments committee, posted with signs, though that mechanism exempts occupants of a moving vehicle and premises where the state has preempted tobacco regulation, and it is not a citywide sidewalk ban on its own.
