Carrollton, TX Public Conduct: Outdoor Smoking Restrictions (2026)

04(B) of Chapter 93 (Smoking in Public Places, adopted by Ordinance 4062 on April 5, 2022) prohibits possessing a burning tobacco product, smoking, or operating an e-cigarette in 17 categories of locations. Outdoors, that list reaches 'City parks' and 'City facilities' outright (subsections (15) and (16)), plus 'a designated seating area of any publicly or privately owned outdoor theater, outdoor athletic facility, or amphitheater' (subsection (10)). It also covers indoor spaces open to the public, such as schools, elevators, libraries, museums, health care facilities, public conveyances, restaurants and retail stores, public restrooms, child-care facilities, assembly rooms, gas stations, and hotel or motel meeting rooms, and extends the ban to within 20 linear feet of any outside main entrance to those places, unless the entrance leads to a compliant smoke shop or smoking lounge.

An owner, operator or manager of any establishment may also declare the entire premises nonsmoking under subsection (A). 05. 08(B) for actors smoking as part of a theatrical performance.
