Dallas City Code Chapter 41 (Smoking Code) prohibits smoking in restaurants, bars, parks, and within 15 feet of building entrances; Plano, Richardson, Irving, and Carrollton run similar programs. Dallas County has not adopted a countywide outdoor smoking ban for unincorporated areas, but Dallas County Health and Human Services posts guidance and supports city Tobacco 21 enforcement. County-owned buildings and parks have their own smoke-free policies set by Commissioners Court.
Outdoor smoking violations are charged under city ordinances, not county code. Dallas City Code 41-7 fines run $200 to $500 per offense. County facility violations follow internal rules. Smoking near minors may violate state law.
