Irving, TX Public Conduct: Jaywalking (2026)

Section 21-164 of the Code of Civil and Criminal Ordinances, part of Chapter 21's Article X on pedestrians, sets Irving's jaywalking rule in two parts. Subsection (a) makes any pedestrian who crosses a roadway at a point other than a marked crosswalk, or an unmarked crosswalk at an intersection, responsible for yielding the right-of-way to all vehicles on the highway; the pedestrian, not the driver, bears the duty to avoid the conflict. Subsection (b) goes further between adjacent intersections that both have working traffic control signals: in that stretch, a pedestrian may not cross at any place except in a marked crosswalk at all, regardless of traffic conditions.

The surrounding sections reinforce the same policy: Section 21-163 requires pedestrians to keep to the right half of any crosswalk, Section 21-165 bars crossing at an angle other than the shortest route straight across, and Section 21-166 separately makes it unlawful to walk along an adjacent roadway where a sidewalk is provided.
