Pageland, SC Public Conduct: Outdoor Smoking Restrictions (2026)

Section 24-10 of the Pageland Town Code, adopted by Ordinance No. 287 on May 2, 2006, makes it unlawful for anyone to smoke or use any tobacco product at any town recreation facility. The section names its coverage without capping it there: Pigg Park, Moore's Park, the Scout Hut, and Conbraco Park, including its multi-purpose community center, are all listed as covered ground, and the 'including, but not limited to' phrasing sweeps in any other town recreation facility as well.

The same ordinance, in Section 24-11, extends the smoke-free rule indoors, citing South Carolina's 1990 Clean Indoor Air Act and its 1996 amendment allowing local governments to go fully smoke-free. Smoking is prohibited in all town indoor spaces, a category the section defines to include town buildings generally and to further extend to private offices, break rooms and meeting spaces inside those buildings. Between the two sections, Pageland's tobacco restriction runs from its outdoor recreation grounds through every indoor town-owned space, leaving no town-controlled venue, indoor or outdoor, where smoking is allowed as a matter of right.

Chapter 24 does not set a specific fine for either the outdoor recreation-facility ban in Section 24-10 or the indoor ban in Section 24-11, so a violation is punished under the Code's general penalty, Section 1-7: a fine of up to $500.00, imprisonment of up to 30 days, or both, with each day of a continuing violation charged as a separate offense.
