Syracuse, NY Public Conduct: Outdoor Smoking Restrictions (2026)

Revised General Ordinances Sec. 17-33 reaches further than a typical designated-area smoking rule. Subsection (a)(2) bans smoking of tobacco or any other product outright in all parks owned and operated by the city of Syracuse, so the prohibition already covers every city park before the commissioner designates anything. Subsection (a)(1) layers on a second track: the commissioner of parks, recreation and youth programs can additionally designate specific no-smoking areas elsewhere under the department's jurisdiction, with the ordinance naming city park playgrounds, community centers and grounds, city park pools, and youth sports fields as examples of what can be posted.

The department is required to install signage at each designated no-smoking area under subsection (b), informing the public that smoking is prohibited there, which puts visitors on notice before they light up. Because the citywide park ban in subsection (a)(2) already applies without any separate designation, the signage requirement functions mainly for the additional areas the commissioner names under subsection (a)(1), such as pool decks and sports field sidelines outside a park's boundary.

Enforcement runs through Sec. 17-34, a standalone penalty section adopted alongside the smoking ban in 2014: anyone found smoking in an area designated as a no-smoking area under Sec. 17-33 is guilty of an offense and subject to a fine not to exceed $50. That is a lighter penalty than the general Chapter 17 fine in Sec. 17-32, reflecting that lawmakers wrote a dedicated, capped fine specifically for this offense rather than folding it into the chapter's broader $500 maximum.
