310(1) of the Medford Code bars consuming alcoholic beverages on any street, sidewalk, alley, public right-of-way, public park, other publicly owned facility, or any premises open to the public for motor vehicle use, whether that property is publicly or privately owned and whether or not an entry fee is charged. 185(11), provided the vendor holds an Oregon Liquor Control Commission license. 310(3) lets the City Manager approve alcohol sales and consumption in an otherwise public area if the organizer submits a Special Event Permit application with a $50 fee, secures an OLCC permit, provides licensed security or Medford police officers in a number the Chief of Police recommends, and confines all drinking within a fence or enclosure; the Manager will grant the permit only if satisfied the resulting noise will not be unreasonable given the hours and location.

04 blood alcohol level while driving, never handles or sells the alcohol, restricts passengers to beer, wine, and cider in unbreakable cups, requires all riders be 21 or older when alcohol is present, and carries at least $1 million in per-occurrence liability coverage. 310 is punishable by a fine of up to $1,000 under subsection (6), a higher cap than Medford's standard $250 violation penalty because the section sets its own fine ceiling.
