Norman, OK Public Conduct: Public Alcohol Use (2026)

Norman Code of Ordinances NCC 24-202 prohibits consuming spirits in any public place unless that place is the premises of an Oklahoma ABLE Commission licensee authorized to sell or serve spirits by the individual drink, such as a bar or restaurant with a mixed-beverage license. The rule targets distilled liquor specifically: NCC 24-101 defines 'spirits' as any beverage other than wine or beer containing more than one-half of one percent alcohol by volume obtained by distillation, covering whiskey, brandy, rum, gin, vodka, liqueurs, cordials and fortified wines.

Beer and wine carry their own separate definitions and are addressed through NCC 24-204's possession rules for minors rather than this section's public-place ban. The same section also bars being intoxicated in a public place.
