Norman, OK Public Conduct: Skateboarding Rules (2026)

NCC 32-303 regulates skateboarding the same way it regulates bicycle riding on a sidewalk: neither is prohibited citywide by default, but a person may not ride a bicycle or skateboard on any sidewalk or sidewalk area where riding is specifically prohibited by signs. That leaves the actual restriction up to signage the City places on particular sidewalks, most commonly in the denser business blocks around Campus Corner and downtown, rather than a blanket ban on skateboards citywide. The only stated exemption is for police officers riding bicycles in the normal course of their duties while exercising due caution; the exemption does not extend to skateboards.

Because NCC 32-303 sits inside Article 32-III, Bicycles, a skateboarder is folded into the same traffic-law framework as a bicyclist under NCC 32-301: a rider on a street is granted the same rights and held to the same duties as the driver of a vehicle, except where a bicycle-specific provision applies or a provision cannot logically apply to a skateboard. Riding through a Campus Corner or downtown block where sidewalk signs prohibit it, or riding recklessly enough to trigger Norman's general careless-driving standard, exposes a rider to a citation under the general Chapter 32 penalty rather than a skateboard-specific fine, since the Code does not set out a separate skateboarding fine schedule.
