It shall be unlawful for any person to consume or possess any open containers of any alcoholic beverage on the premises of any public place, street or alley in the city, with the following exceptions... (1) The Center at Rockwall City Place, 108 E. Washington; (2) The Harbor Public Event Area, 2047 Summer Lee; and (3) Town Square, bordered by Washington, Fannin, Olive and Alamo Streets.
