Bossier Parish, LA Public Conduct: Public Urination (2026)

Section 10-53(g) prohibits voiding excrement or urine on the parish courthouse grounds, defined as the city block in Benton bordered by Highway 3, Palmetto Road, Burt Boulevard, and Courthouse Drive, plus adjacent parking lots, unless the person uses a facility built for that purpose, such as a restroom or portable toilet. Section 10-54(h) repeats the identical ban for every other 'parish building' the code lists, including the Bossier Parish Public Health Unit, the Office of Homeland Security and Emergency Preparedness, the Department of Veterans Affairs, parish libraries in Haughton and Plain Dealing, and the Sheriff's Benton, Teague, and Viking Drive substations.

Both sections sit inside the same set of grounds rules that also bar possessing or drinking alcohol while intoxicated, carrying firearms or explosives except by on-duty law enforcement, riding motorized vehicles other than authorized government vehicles or mobility devices, littering, climbing fences or structures, and defacing parish property. Using the courthouse or another parish building's grounds for a rally, meeting, exhibit, or gathering additionally requires prior authorization from the director of the department of facilities and maintenance or the parish administrator's designee.
