16(a), added by Ordinance No. 2009, bars urinating or defecating in or upon any public street, sidewalk, parkway, or alley, any City park, City recreation area, public building, or publicly maintained facility, any place open to the public, or on private property that is open to public view. The provision reaches beyond City-owned land: a parking lot at a private shopping center, a business's exterior wall visible from the sidewalk, or an alley behind a private residence all fall within the ban if the conduct is visible from a public vantage point.

Subsection (b) carves out the only exception, restrooms or other facilities designed for the sanitary disposal of human waste, so a portable toilet at a construction site or event satisfies the ordinance while relieving oneself against a fence or in a doorway does not.
