020(A) prohibits urinating or defecating in a place exposed to public view, or on the floor or interior of any bus or other public conveyance, anywhere within the city. The standard turns on whether the location is exposed to public view rather than on whether anyone actually witnessed the act. 00, meaning the court has no discretion to impose less regardless of the circumstances. Subsection (C) adds a second layer of consequence beyond the fine: on top of the penalties in subsection (B), the court may order a person convicted under the section to pay restitution for any cleanup costs the city incurs as a result of the violation, so a single citation can carry both the mandatory fine and a separate restitution obligation tied to actual city expense.

The provision was adopted by Ordinance 2022-09 § 1, effective November 8, 2022, placing it among the newer additions to Sedona's public peace chapter alongside the camping and curfew provisions in the same title. 010, both provisions are enforced by the same public peace framework and share the city's general penalty and enforcement structure for peace-related misdemeanors in Title 9.
